{"id":528,"date":"2017-05-18T11:39:52","date_gmt":"2017-05-18T11:39:52","guid":{"rendered":"http:\/\/www.meltropolis.com\/blog\/?p=528"},"modified":"2017-05-18T14:24:38","modified_gmt":"2017-05-18T14:24:38","slug":"part-i-more-housing-choices-are-coming-ferndale","status":"publish","type":"post","link":"http:\/\/www.meltropolis.com\/blog\/part-i-more-housing-choices-are-coming-ferndale\/","title":{"rendered":"Part I: More Housing Choices Are Coming to Ferndale"},"content":{"rendered":"<p><span style=\"font-size: 14pt;\"><b>Housing for All Ferndalians &amp; Income Levels<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is a two part blog post on the development growth spurt and new housing in Ferndale. <\/span><\/p>\n<p>In Part One: I explore why new housing projects help the city address housing needs for everyone.<\/p>\n<p>In Part Two: I discuss city initiatives to create inclusive housing policies, and responding to residents questions and\/or concerns.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 14pt;\"><b>Growth Spurt<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ferndale is growing. \u00a0<\/span><\/p>\n<p>Our community is a highly desirable place to live&#8211;we are #ferndalenormal, walkable and bikeable. We are a \u201cmaker\u201d community (vodka, beer, mead, chips, salsa, candles, furniture, etc). The city has easy access to major highways. We are close to Downtown Detroit. Have you seen our bike lanes?<\/p>\n<p>Combined, all these awesomesauce ingredients equal a highly desirable place to live. But now we now have a new challenge &#8211;or opportunity. \u00a0Half glass full, I say!<\/p>\n<p>After sluggish new housing growth from the Great Recession, we\u00a0have a housing supply and demand problem.<\/p>\n<p><span style=\"font-weight: 400;\">High demand for multi-family housing &#8211; apartments, town homes, condos and lofts (called <\/span><a href=\"http:\/\/missingmiddlehousing.com\/\"><span style=\"font-weight: 400;\">missing middle housing<\/span><\/a><span style=\"font-weight: 400;\">. \u00a0More on this later) and yes, our lovely single-family homes.<\/span><\/p>\n<p>Low supply of alternative housing options for seniors that no longer want to take care of their backyard or climb stairs to do their laundry. (check out my post on <a href=\"http:\/\/www.meltropolis.com\/blog\/age-friendly-ferndale\/\">Age-Friendly Ferndale<\/a>).<\/p>\n<p>Low supply of multi-family for boomers (retirees), millennials (young professionals and trades people) and our hard working class who make daily living enjoyable (students, restaurant servers, retail workers, teachers, public safety workers, etc).<\/p>\n<p><span style=\"font-size: 14pt;\"><b>Have You Heard About the National Housing Crisis?<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rural and urban areas in the US face an affordable housing supply problem. \u00a0A little context here: <\/span><\/p>\n<p><a href=\"http:\/\/charlotte.uli.org\/wp-content\/uploads\/sites\/15\/2015\/03\/JRT-Paper-Housing-3-18.pdf\"><span style=\"font-weight: 400;\">Silent Housing Crisis: A Snapshot of Current and Future Conditions<\/span><\/a><span style=\"font-weight: 400;\"> and here:<\/span><\/p>\n<p><a href=\"http:\/\/www.urban.org\/sites\/default\/files\/publication\/89921\/gap_map_report.pdf\"><span style=\"font-weight: 400;\">Urban Institute Affordable Housing Report<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Check out <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/www.citylab.com\/equity\/2017\/04\/every-us-county-has-an-affordable-housing-crisis\/524628\/\">City Lab\u2019s County Affordability Map;<\/a>\u00a0it<\/span><span style=\"font-weight: 400;\">\u00a0showcases via mapping the rural and urban affordability problem.<\/span><\/p>\n<p>This crisis means that people of all incomes levels and ages are have difficulty finding housing that fits their needs and price points. \u00a0Ferndale is impacted by this crisis (to what extent is being researched now by city staff).<\/p>\n<p><span style=\"font-size: 14pt;\"><strong>The Development Projects<\/strong><\/span><\/p>\n<p>The Great Recession\u00a0is over; the real estate market has returned. Developers want to build in Ferndale.<\/p>\n<p><span style=\"font-weight: 400;\">Check out my <\/span><a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/19lLqwDA0_bHSoYTBgMeTGdz7C25pI1ad1mguLWK7-v0\/edit#gid=0\"><span style=\"font-weight: 400;\">running list of proposed housing \u00a0and mixed use development projects<\/span><\/a><span style=\"font-weight: 400;\">, stage, location and number of units.\u00a0<\/span><\/p>\n<p>Under construction now&#8230;.the Ferndalehaus Lofts<\/p>\n<figure id=\"attachment_549\" aria-describedby=\"caption-attachment-549\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-haus-1.png\"><img decoding=\"async\" loading=\"lazy\" class=\"size-post-mid wp-image-549\" src=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-haus-1-600x391.png\" alt=\"\" width=\"600\" height=\"391\" srcset=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-haus-1-600x391.png 600w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-haus-1-300x196.png 300w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-haus-1-320x209.png 320w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-haus-1.png 689w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-549\" class=\"wp-caption-text\">www.ferndalehaus.com<\/figcaption><\/figure>\n<p><span style=\"font-weight: 400;\">In total, 687 new units (town homes, condos, lofts, apartments and single-family homes) have been proposed; 201 units are under construct<\/span>ion now.<\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">82% of new units are multi-family (town homes, condos, lofts and apartments and<a href=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Total-Housing-Image.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-541 alignright\" src=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Total-Housing-Image-300x300.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Total-Housing-Image-300x300.jpg 300w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Total-Housing-Image-150x150.jpg 150w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Total-Housing-Image-768x768.jpg 768w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Total-Housing-Image-60x60.jpg 60w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Total-Housing-Image-600x600.jpg 600w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Total-Housing-Image-320x320.jpg 320w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Total-Housing-Image.jpg 800w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a> senior living) <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">18% of multi-family are senior living units<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">17% are single-family homes<\/span><\/li>\n<\/ul>\n<p>With this new growth, it is an opportunity for the city to work with developers to achieve win-win scenarios: \u00a0projects that have a return on investment for the developers AND\u00a0community outcomes that positively impact the city, community and residents (current and future).<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-size: 14pt;\"><b>Why is New Housing Important for Ferndale?<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">In my opinion, the increase in the new housing units, especially the missing middle, is positive. \u00a0More people living here is good for our businesses, school district with more school-aged children, the downtown and neighborhoods.\u00a0<\/span><\/p>\n<p>More people living and working downtown will help our retailers and businesses be more successful.<\/p>\n<p>We need new housing choices so Ferndalians like our seniors can downsize but stay in the community they love.<\/p>\n<p><span style=\"font-size: 14pt;\"><b>Change is Uncomfortable<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ferndale is changing and in transition through this new growth. \u00a0Change bring unknowns and uncertainty. It feels uncomfortable and scary because life will change in some way, somehow for those living near, around and adjacent to the new projects. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kinda feels like this, when you first hear about a project proposed in your neighborhood.<\/span><\/p>\n<p><a href=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/say-waht-image-cat.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\" wp-image-542 aligncenter\" src=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/say-waht-image-cat-300x225.jpg\" alt=\"\" width=\"323\" height=\"242\" srcset=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/say-waht-image-cat-300x225.jpg 300w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/say-waht-image-cat-320x240.jpg 320w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/say-waht-image-cat.jpg 456w\" sizes=\"(max-width: 323px) 100vw, 323px\" \/><\/a><\/p>\n<p>I hear you. I get it.<\/p>\n<p>Residents have questions and concerns about the new and future developments meeting multiple price points (affordability), design (fitting in with community character) and density (how many units and how tall).<\/p>\n<p>While residents are generally supportive of the new developments, which is a natural progression for a city (economic development and growth), I also hear our residents voice concerns that these opportunities bring a new set of challenges that need a strong local government to guide development forward.<\/p>\n<p>I\u2019ve heard the following fears and concerns:<\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Ferndale is being \u201cover developed.\u201d <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Character of Ferndale is changing<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">We don\u2019t need new housing<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Where are all these new residents going to park?<\/span><\/li>\n<\/ul>\n<p>Our<a href=\"https:\/\/oakgov.maps.arcgis.com\/apps\/MapJournal\/index.html?appid=8aa1f2b882804f7483a1f0df8c2b7839\"> city&#8217;s newly approved 2017 master plan<\/a> has a vision for growth and what that growth should look like. We have in-fill development opportunities to bring back to productive useful life of\u00a0vacant, underutilized or obsolete buildings\/properties.<\/p>\n<p>City council knows new development must fit the character of the community (Part II will discuss our design guidelines efforts). Yes, we do need new housing choices. It\u2019s a national crisis. \u00a0<span style=\"font-weight: 400;\">Parking: It\u2019s a balance with zoning, parking policy, parking management, enforcement and negotiations with the developers.<\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><b>New Housing Addresses Current Challenges<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">These are a few reasons why new housing is important to Ferndale, as stated in the city\u2019s recent adoption of the <a href=\"https:\/\/oakgov.maps.arcgis.com\/apps\/MapJournal\/index.html?appid=8aa1f2b882804f7483a1f0df8c2b7839\">2017 Master Plan. <\/a><\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Population Loss<\/span><\/i><\/p>\n<p>New housing helps Ferndale address the 36% drop in population since its peak in the 1960\u2019s. A drop from\u00a032,000 to 20,000 residents.<a href=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/03\/Ferndale-pop-loss.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-530 \" src=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/03\/Ferndale-pop-loss-1024x742.jpg\" alt=\"\" width=\"565\" height=\"410\" srcset=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/03\/Ferndale-pop-loss-1024x742.jpg 1024w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/03\/Ferndale-pop-loss-300x218.jpg 300w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/03\/Ferndale-pop-loss-768x557.jpg 768w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/03\/Ferndale-pop-loss-920x667.jpg 920w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/03\/Ferndale-pop-loss-600x435.jpg 600w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/03\/Ferndale-pop-loss-320x232.jpg 320w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/03\/Ferndale-pop-loss-1200x870.jpg 1200w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/03\/Ferndale-pop-loss.jpg 1782w\" sizes=\"(max-width: 565px) 100vw, 565px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">Our city\u2019s population decline is a combo of things: reflects the build-abandon cycle of Metro Detroit\u2019s growth patterns&#8211;the push-pull from residents moving out further to, but also, manufacturing job reductions and number of children per household is down. \u00a0The reasons are not all inclusive (that is another blog post).<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Supply versus Demand<\/span><\/i><\/p>\n<p>Rents go up when there is high-demand and limited supply of housing, or no new housing. That\u2019s what we have right now in Ferndale; more folks want to live in the community than the right type of available housing accommodates. Residents have voiced that it is becoming harder to find rental prices for those who earn $30,000 to $40,000 salary, or less. More multifamily housing can help stabilize rental prices, if priced appropriately. \u00a0(Part II will discuss inclusive housing policies that address income displacement which means lower-income residents can no longer afford to live in Ferndale).<\/p>\n<p><i><span style=\"font-weight: 400;\">Home ownership is down, Rentals are up<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">More people are renting now than before (again, a national trend). We have 60% home ownership a<\/span>nd 40% rental of single-family homes, a 11% increase in rentals for single-family home in the last ten years.<\/p>\n<p><a href=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-rental-aand-home-ownership-1.png\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-547 aligncenter\" src=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-rental-aand-home-ownership-1-600x600.png\" alt=\"\" width=\"313\" height=\"313\" srcset=\"http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-rental-aand-home-ownership-1-600x600.png 600w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-rental-aand-home-ownership-1-150x150.png 150w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-rental-aand-home-ownership-1-300x300.png 300w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-rental-aand-home-ownership-1-768x768.png 768w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-rental-aand-home-ownership-1-60x60.png 60w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-rental-aand-home-ownership-1-320x320.png 320w, http:\/\/www.meltropolis.com\/blog\/wp-content\/uploads\/2017\/05\/Ferndale-rental-aand-home-ownership-1.png 800w\" sizes=\"(max-width: 313px) 100vw, 313px\" \/><\/a><\/p>\n<p><i><span style=\"font-weight: 400;\">Missing Middle Housing<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The American Planning Association\u2019s top <\/span><a href=\"https:\/\/www.planning.org\/bestof2016\/\"><span style=\"font-weight: 400;\">blog post in 2016 was <\/span><\/a><span style=\"font-weight: 400;\">on <\/span><a href=\"http:\/\/missingmiddlehousing.com\/\"><span style=\"font-weight: 400;\">Missing Middle Housing<\/span><\/a><span style=\"font-weight: 400;\">, which is defined as \u201ca range of multi-unit or clustered housing types compatible in scale with single-family homes that help meet the growing demand for walkable urban living\u201d. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">In layman\u2019s terms, it\u2019s building higher density multi-family housing that is designed well to fit into the neighborhood.
